LEISURE AND CULTURAL SERVICES DEPARTMENT
NON-CIVIL SERVICE VACANCY

Marketing and Business Development Manager (Salary: HK$ 47,400 per month)

 

Entry Requirements:

(a) a bachelor’s degree from a Hong Kong university, or equivalent, preferably in marketing, public relations, communication, or equivalent.  A higher degree in arts and culture related discipline will be an advantage;
(b) Level 3 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent (see Note 2);
(c) at least five years’ full-time post-qualification working experience in marketing;
(d) good knowledge in the application of common business software of Microsoft Word, Excel, PowerPoint, Chinese word processing and so on;
(e) good writing skills in both English and Chinese (see Note 3);
(f) proficiency in speaking English and Cantonese.  Ability to speak Putonghua will be an advantage;
(g) excellent communication, interpersonal and organization skills;
(h) good knowledge of cultural services, including performing arts, literary arts, museums and films, will be an advantage; and
(i) working experience in school and community outreach / volunteer management/ website and social media platforms management / digital and social media marketing / video production / production of marketing publications / management of mega events / market research / government or statutory body will be an advantage.

Note:

(2) For non-civil service appointment purpose, ‘Grade C’ in English Language (Syllabus B) and Chinese Language in HKCEE before 2007 is accepted administratively as comparable to ‘Level 3’ in English Language and Chinese Language in the 2007 HKCEE and henceforth.
(3) Candidates are required to pass a written test.

Duties:

To assist in implementing measures to enhance the awareness of LCSD cultural services, including performing arts, museums and public libraries (hereafter referred to as “cultural services”), widen the audience base, boost attendance and increase revenue. The appointee may be deployed to different sections / units in LCSD, the main duty are:
(a) To formulate digital strategies, to manage and monitor the LCSD Portals and social media platforms;
(b) To launch marketing and publicity campaigns; to initiate video topics and produce creative content for cultural, tourism and reading promotion;
(c) To implement audience building and loyalty programmes to augment community involvement;
(d) To publish marketing-communication materials;
(e) To plan, coordinate and implement mega events;
(f) To explore and develop cross-over initiatives with internal/ external partners;
(g) To conduct surveys and researches to identify and analyse significant features of audience so as to enhance cultural services’ performance;
(h) To provide administrative support, such as follow through with procurement procedures, prepare presentation materials, devise project proposals, provide secretarial support in various processes ; and
(i) To perform any other duty as assigned by the supervisors.

Note: Appointee(s) may be required to work irregular hours, on weekends and/or public holidays.

Terms of Appointment:

Successful applicant(s) will be appointed on non-civil service contract terms for a period of 1 year.

Fringe Benefits:

An end-of-contract gratuity may be granted to the appointee upon satisfactory completion of the contract with a consistently high standard of performance and conduct. Such gratuity, plus the Government's contribution to a Mandatory Provident Fund (MPF) scheme in respect of the appointee as required by the MPF Schemes Ordinance, will be equal to 15% of the total basic salary drawn during the contract period. Rest days, statutory holidays (or substituted holidays), annual leave, maternity/paternity leave, sickness allowance, where appropriate, will be granted in line with the provisions of the Employment Ordinance.
