Notes on Application for Students’ Study Room Admission Card (Applicable to the examination season from March to May in 2022)

A. From 1 March to 7 May 2022

1. Students’ study rooms of the Hong Kong Public Libraries (“HKPL”) will be open daily in three sessions as follows:

Morning : 8:00 am - 12:30 pm
Afternoon : 12:45 pm - 5:15 pm
Evening : 5:30 pm - 10:00 pm (Monday - Friday)
5:30 pm - 9:30 pm (Saturday, Sunday and public holidays)

2. HKPL registered readers can apply for an admission card^^ for priority allocation of a seat during the first 15 minutes in one of the above sessions.
^^ During the temporary closure of public libraries, people who do not hold a HKPL library card can apply for admission cards by post. If they are allocated an admission card or a standby card, they shall complete the application for the HKPL library card in person at the public library where the selected students’ study room is located upon the re-opening of public libraries.

3. Applicants can only submit ONE application and opt for ONE admission session, otherwise their applications will be rejected.  The application deadline and date of result announcement are as follows:

4. Applicants shall submit a completed application form by post* to the public library where the selected students’ study room is located.
* For submission of applications by post: The completed application form shall be sent before the deadline and “Application for Students’ Study Room Admission Card 2022” shall be marked on the envelope.  The postmark date on the envelope shall be taken as the date of application.  Please make sure that all mail items bear sufficient postage.  Underpaid mail items will not be accepted by the HKPL and such items will be disposed of by the Hongkong Post.

5. If the number of applications exceeds the places available for allocation, allocation will be determined by the drawing of lots.  95% of the places will be reserved for applicants sitting for public examinations (e.g. Hong Kong Diploma of Secondary Education Examination (HKDSE), International General Certificate of Secondary Education (IGCSE), etc. ) or professional examinations while the remaining 5% will be allocated to other applicants.

6. Successful applicants shall collect their admission cards in person from the designated public library within the period specified in the result announcement notice.  Applicants shall produce their identity documents upon collection of the admission cards.  Photos of the applicants will be stamped with a library seal.  Applicants who have submitted their applications by post shall produce their HKPL library cards and proof of their candidate status (school candidates for the HKDSE who have not yet received their admission forms shall produce a valid student card/student handbook) for verification.  Applicants who fail to produce their HKPL library cards and proof of their candidate status will not be issued with admission cards.

7. Unsuccessful applicants will be issued with standby cards, which give them priority in taking up any seats available in a specific session.  Card collection procedures and documents required are the same as those mentioned in paragraph 6 above.

8. If no admission card holders register for seats after the first five minutes of a session, the library staff have the right to reserve sufficient number of seats for these card holders for the next 10 minutes.  Library staff will consider allocating the remaining seats available to users without admission cards on a first-come-first-served basis.

9. If users leave their seats for more than 15 minutes, library staff have the right to allocate the seats to other standby users.

B. From 8 to 31 May 2022

1. The opening hours of the HKPL students’ study rooms are as follows: 

8:00 am - 10:00 pm (Monday to Friday)
8:00 am - 9:30 pm (Saturday, Sunday and public holidays)

2. Seats are allocated on a first-come-first-served basis and no admission card is required.

  • Users who fail to comply with the Regulations for the Use of Students’ Study Rooms may be required to leave immediately.
  • At the closing time of each session, users shall take away all their personal belongings and leave the study room.  Seat reservation is strictly prohibited.
  • In response to public health concerns, the HKPL will limit the number of users entering the students’ study rooms to avoid the gathering of people and maintain social distancing.  All users will be subject to temperature checks before admission and need to wear their own masks in the students’ study rooms.  The HKPL will adjust relevant preventive measures as and when necessary.
  • The HKPL may change and alter the application arrangements for Students’ Study Room Admission Card, the number of admission quotas and the number of seats available for allocation in response to public health concerns and other special circumstances.
