Special Notice

In view of the latest situation of COVID-19, library facilities including Hong Kong Central Library and the six major libraries (City Hall, Kowloon, Tsuen Wan, Sha Tin, Tuen Mun and Ping Shan Tin Shui Wai Public Library) reopened earlier this month will be temporarily closed starting from March 23 (Monday). Other public libraries and their Students’ Study Room, Mobile Libraries will continue to be temporarily closed until further notice. All book drop services of the Hong Kong Public Libraries and those located at three MTR stations as well as the self-service library stations at Island East Sports Centre Sitting-out Area, the Hong Kong Cultural Centre and Tsuen Nam Road, Tai Wai will also suspend services. During the period, public libraries will continue to provide online services such as e-Books and e-Databases. Overdue fines will not be generated for late return of library materials, due date of reservation pick up will be extended and the maximum number of renewal will be increased accordingly. Latest arrangements on services of Hong Kong Public Libraries

The  services of public libraries will resume gradually starting on February 26. The book drop service of Hong Kong Public Libraries had resumed on February 26, while the book drop service at MTR Central, Kowloon Tong and Nam Cheong stations resumed on February 29. The self-service library stations at Island East Sports Centre Sitting-out Area, the Hong Kong Cultural Centre and Tsuen Nam Road, Tai Wai, will resume services on March 3 (from 7:00 a.m.).

Meanwhile, public libraries and their students’ study room, mobile libraries will continue to be temporarily closed until further notice, to tie in with the response level under the "Preparedness and Response Plan for Novel Infectious Disease of Public Health Significance" being raised to Emergency Response Level and avoid people from gathering.  During the period, programmes held at these venues will be cancelled. Overdue fines will not be generated for late return of library materials, the maximum number of renewal and due date of reservation pick up will be increased and extended accordingly. Will book drop service be resumed in all libraries?

The book drop service of all Hong Kong public libraries resumed gradually on 26 February 2020. During the period when public libraries are temporarily suspended, the book drop service is available 24 hours or during the opening hours of the premises where it is located. Please find the attached timetable. The concerned loan record will be updated within 48 hours. In addition, the book drop service at MTR Central, Kowloon Tong and Nam Cheong stations has also resumed on February 29.

What kind of services will be resumed at self-service library stations?

Self-service library stations will resume round-the-clock library services from 3 March (7:00 a.m.) such as borrowing, return, payment and pickup of reserved library materials.

If the borrowed library materials were overdue and cannot be renewed, due to reservation made by other readers or the renewal limit being reached, while the public libraries have not yet resumed services, what should readers do? Can the overdue fines be waived?

Readers may use the book drop service to return the overdue library materials from 26th February. During the period of service suspension of public libraries, overdue fines will not be incurred. The renewal limit will also be increased temporarily on the library system and readers may continue to renew the borrowed library materials (whether overdue or not), unless there are reservations on them by other readers. 

Since overdue fines will not be incurred during the period of service suspension, why overdue notices were sent to remind readers of the overdue items and overdue fines?

Library notices were issued by the library system automatically according to the loan records of readers in the system. However, no overdue fines will be incurred during the period of service suspension.

What should readers do when the reserved library materials could not be collected during the service suspension of public libraries?

The pick-up expiry date of reserved items will be extended on the library system during the service suspension of public libraries. Readers can check the revised expiry date by login to their patron accounts online or through the ‘My Library’ mobile app.
